Small Island Developing States Technical Cooperation (SIDSTEC) Programme

Helping developing countries achieve economic development without depleting their environmental resources was the objective of the Programme which was open to Government nominees from countries in Asia, Africa, the Middle East, the South Pacific and Latin America. Courses were given on a number of issues relevant to developing countries. The actions taken by Singapore during its development provided participants with an illustration of how a state can attain economic development while preserving the environment. Listed by subject and title, the courses were:
• Environment: Developing and managing a garden city; Environmental
management/Environmental technology;
• Solid waste management; Industrial and hazardous waste management; Pollution control management and urban air quality;
• Housing: Building services;
• Public Utilities: Electrical distribution and water supply engineering;
• Tourism: Tourism management;
• Urban development: Park management; Urban management; Urban transport planning and design; and World Conference on model cities.

• Coastal and marine resources (Chapter IV of the Barbados Programme of Action)
• Tourism resources (Chapter VIII of the BPoA)
• National institutions and administrative capacity (Chapter X of the BPoA)
• Transport and communication (Chapter XII of the BPoA)
• Human resource development (Chapter XIV of the BPoA)

• The Programme is considered a success, since it has attracted participants from many regions.
• To date, 330 participants from 66 developing countries have been trained in Singapore by the SIDSTEC Programme.
• Courses were designed to meet the pressing needs for most developing countries. Courses in traffic control, air pollution, water supply, park management and building services were rerun several times due to popular demand.

• The course has demonstrated to be an excellent forum for information-sharing and exchange.
• The direct knowledge and experience of participants is essential to get useful feedback on Sustainable Development and involvement in Sustainable Development issues.
