Caribbean Ministerial Meeting on the Programme of Action for the
Sustainable Development of Caribbean Small Island States

At the national level:
We will seek to enhance intersectoral collaboration through the establishment
of a multisectoral, multidisciplinary mechanism, such as Island Systems
Management, that links in a partnership arrangement, the public and private
sectors, NGOs and CBOs, in the sustainable development process in small
island States;
We commit to formulating and implementing policies aimed at poverty
eradication in the context of our physical, economic and social environments,
strengthening national and regional institutions, and mobilizing resources
to improve the quality of life for our citizens in accordance with Chapter
XIV of the SIDS POA;
We acknowledge the importance of national institutions, encourage the
strengthening of institutions, in particular Sustainable Development Councils
where they exist, and encourage the establishment of Sustainable Development
Councils where they do not exist;
We reaffirm our commitment to the implementation of the policies and
actions embodied in the SIDS POA, and to address the dominant environmental
issues within it, namely, land management, loss of biodiversity, coastal
degradation, depletion of fresh water resources, natural and environmental
disasters, climate change, energy and waste management;
Given our limited human resources, we shall endeavour to strengthen
the capacity and capability of our people through training and education,
with special consideration for science and technology. We pledge to share
available expertise to facilitate the implementation of the SIDS POA using
the modality of technical cooperation among developing countries (TCDC);
We will employ new and innovative mechanisms to mobilize resources to
support the implementation of sustainable development programmes in our
countries;
"Being aware of the inadequacies in data and information systems in the area of sustainable development, we shall encourage the development of information systems and processes such as the SIDS Network (SIDSNET);’ The shortcomings of existing legislation need to be addressed. We will
seek to ensure the complementarity of new legislation, enacted to support
the implementation of the POA, and commit to the development of effective
mechanisms for enforcement;
In order to ensure information flow and action for the successful implementation
of the SIDS POA, we should identify and establish functional focal points;
We will seek the allocation of adequate resources to ensure the efficient
monitoring, evaluation and reporting of the implementation process, through
the development of appropriate tools such as indicators, for the timely
achievement of its goals, objectives and targets;

1999 United Nations Special Session on Small Island Developing States
(UNSSSIDS)
28. The Forum reaffirmed its endorsement of the Barbados Programme of
Action for the Sustainable Development of Small Island Developing States
(BPOA) as a comprehensive framework with great potential for the region
and commended implementation efforts currently underway at the national
and regional levels.
29. Leaders endorsed the development of arrangements for the United
Nations Special Session allowing for the involvement of non-UN members,
and noting that specific mandates on a range of issues will be developed
and brought to the next Forum Officials Committee Meeting for consideration.
30. Leaders noted that the Special Session to review the BPOA in 1999
represents an important opportunity for the region. They reiterated the
importance of facilitating the participation of the Forum Island Countries
in the Special Session and its preparatory process, and called on countries
to pledge support through voluntary contributions.
31. The Forum agreed that in giving focus to the interests of Small
Island Developing States in the run-up to the Special Session, a single
regional presentation be made at the forthcoming Intersessional meeting
of the Commission on Sustainable Development. The Secretariat was asked
to arrange a meeting of members to coordinate these preparations.
32. Leaders, conscious of the importance of reliable data and information systems in the pursuit of sustainable development endorsed the early implementation of SIDSNET activities in the region as part of its efforts to implement the BPOA. |
MAHÉ DECLARATION PROGRAMME OF ACTION

Regional Level In addition to the on-going sustainable development programs of the African SIDS and given the need to implement the high priority activities of the Program of action, the supportive role of sub-regional and regional organizations is required to buttress the African SIDS own efforts. African SIDS should share experiences and best practices in priority areas of the Programme of Action and their efforts in this connection should be facilitated with the use of modern information management technologies, involving the systematic expansion of the Information Network (SIDSnet), to include all SIDS and to eventually cover the issues addressed under the Mahé Programme of Action. In this connection, regional organizations would be expected to provide technical assistance in formulating regional projects in support of the priority programme areas, assist in mobilizing the necessary financial resources to carry out this responsibility and in coordinating programme implementation. |
