The Pacific Youth Bureau (PYB)



Before the Strategic Plan (2003-2005), the Pacific Youth Bureau was known as the Youth and Adult Education Programme.

Our Role

The PYB coordinates the implementation, monitoring and review of the Pacific Youth Strategy 2005 (PYS2005) which aims at creating and maintaining genuine opportunities for young people to play an active role in the economic, social, cultural and spiritual development of their societies.

The PYB promotes increased awareness of the special needs and problems of young people throughout the Pacific Island region and their participation in the economic, social and cultural development of their countries and territories.

The PYB also helps train youth and community workers in appropriate skills. It collaborates with various SPC programmes on activities of mutual interest; for example, with the Public Health Programme on non-communicable diseases, HIV/AIDS and adolescent reproductive health.

Our Mission and Priorities

The PYB is a cross-cutting programme within the SPC Social Resources Division and helps the Division meet its mission: 

To maximise the development potential of Pacific Island people in health, culture and information and enhance the empowerment of women and young people.

For the Strategic Plan period, the PYB’s top priority will be to work with:

Youth Ministries,
Regional and National youth councils, and
Key youth stakeholders.

Together, PYB and these partners will:

  1. develop holistic, gender-inclusive national youth policies and national plans of action. It is anticipated that this priority will take up to 40% of the Bureau’s time and resources.
  2. collaborate with partner and donor agencies to develop, fund and conduct skills training programmes for young people. This will also absorb up to 40% of PYB’s time and resources.
  3. assist the Pacific Youth Council and other youth organisations to build in-country capacity for youth development.
  4. raise awareness of youth issues through collecting, compiling and disseminating relevant information at global, regional and national levels.

Our Goal and Objectives

The Bureau shares a common goal with the Pacific Women’s Bureau, the Cultural Affairs Programme and the Community Education and Training Centre. The goal is:

Empowered Pacific Island women and young people and strong cultural identities.

To fulfil its mandate to implement PYS2005 and achieve this common goal, the Bureau has four Objectives for 2003 to 2005:

  1. Holistic, gender-inclusive and responsive national youth policies developed by PICTs.
  2. Strengthened youth organisations.
  3. A greater number of skilled young people.
  4. Young people better informed about regional trends and best practice in youth development.

Our Strategic Plan (2003-2005)

The Strategic Plan guides the work of the Pacific Youth Bureau (PYB) for the three years from 2003 to 2005.

The PYB Strategic Plan is designed to produce results. It is based on clear objectives and outputs, and lists the main activities that the Bureau will be undertaking to achieve these results. 

The PYB Strategic Plan aims at addressing the problem of uncoordinated approaches to youth needs. It includes defining strategies for mobilising government and non-government resources to address priority youth problems. Currently, nine national youth policies have been developed with PYB support and developing more will be a major objective of the Bureau during this period covered by this strategic plan.
