The sea is the most significant geographical feature of the Pacific region.  It is by sea that most international trade and commerce are conducted and that goods reach regional and national markets.  Ships and seafaring are fundamental Pacific traditions.  Most Pacific Island countries and territories (PICTs) rely on the sea for sustenance (fisheries), coastal transportation and employment in shipping or on fishing vessels.

 

Mission and Goal of the 

Regional Maritime Programme (RMP)

The mission of the RMP is:  Safe and secure shipping, cleaner seas, improved social and economic well-being of seafaring communities within the Pacific region.

Its goal is to strengthen the capacity of Pacific Islanders to manage, administer, regulate, control and gain employment in the maritime transport sector in a socially responsible manner.

The Programme is part of the Marine Resources Division.  Based in Suva, Fiji Islands, it employs the following officers:  Regional Maritime Legal Adviser, Regional Maritime Training Adviser, Maritime Training Officer, Project Assistant and an Information Assistant.

RMP collaborates with a number of other regional organisations, including the Forum Fisheries Agency, Pacific Islands Forum Secretariat, South Pacific Applied Geoscience Commission and the South Pacific Regional Environmental Programme.

The Programme also works closely with a number of international organisations and associations, including the International Maritime Organization, the Economic and Social Commission for Asia and the Pacific, the Australasian Network of Maritime Educators and Trainers and the Association of Maritime Education and Training Institutions in Asia Pacific.

It maintains close linkages with the Australian Maritime Safety Authority and the New Zealand Maritime Safety Authority on current professional and industry matters.

Although SPC has more than twenty member countries, the RMP helps 14 PICTs (Cook Islands, FSM, Fiji, Kiribati, Marshall Is, Nauru, Niue, Palau, PNG, Samoa, Solomon Is, Tonga, Tuvalu and Vanuatu  under its legal assistance and 12 that have training institutions (including French Polynesia and New Caledonia) are assisted under its training project.

 

UPDATE:  The Pacific Islands Regional Ocean Forum (PIROF) was held at the University of the South Pacific, Fiji from 02 to 06 February, 2004. For more information please go to http://www.piocean.org.  

RMP at the moment is the secretariat to the Association of Pacific Island Maritime Training Institutions and Maritime Authorities (APIMTIMA).  The APIMTIMA came into being in 1996 and is registered under the Fiji Charitable Trusts Act.  To date it has 17 regular members, 2 honorary members and 3 associate members.  Purpose -  The Association is the principal interactive forum for Members to discuss, harmonise and develop the education, training and examination infrastructure for seafarers to ensure there is effective delivery of programs and courses throughout the region to high, uniform standards and that the maritime qualifications issued meet international standards.  Goal - To promote co-operation between Maritime Training Institutions, Maritime Authorities and Shipowners in implementing uniform standards of certification, training and examination of seafarers within the region in accordance with international maritime conventions and regional codes, in consultation with other interested government departments and maritime industries.  The APIMTIMA meets once a year and normally is held about February/March.  Summary records of meetings are circulated to all SPC member countries official, maritime contacts, maritime training institutions, meeting participants and deposit libraries.  {Summary records can be viewed under publication].
