Non-Communicable diseases (NCDs) are responsible for a large and increasing share of disease burden and health spending in Pacific Island Countries. Following consultation in 1999 with Pacific island countries, the AusAID Pacific Action for Health Project (PAHP) was developed and approved for implementation. SPC manages the programme on behalf of AusAID.

Goal
To contribute to the reduction of the occurrence of Non Communicable Diseases (NCDs) within the populations of the Pacific Islands.

Purpose of the Project
To enhance the capacity of the Ministries of Health and communities of the Pacific Islands, initially in Kiribati, Tonga and Vanuatu, to address NCD priority risk factors and provide health promoting environments for young people.

The PAHP focuses on urban youth aged 10-19 years and has a designated risk factor entry point in each country. In Kiribati and Vanuatu the risk factor is alcohol, while in Tonga tobacco is the priority.

Component Objectives
The program uses a comprehensive health promotion approach incorporating four basic components. 

  • Component 1 is National NCD policy implementation. The objective is: healthy public policies implemented to address priority NCD risk factors in young people.

  • Component 2 is Community Based Interventions. The objective is: young people, aged between 10 and 19 years, adopt and maintain healthy behaviours to reduce the risk of developing NCDs.

  • Component 3 is Regional Collaboration The objective is: effective coordination and collaboration among participating countries in advocacy of healthy public policies and health promotion for the prevention of NCDs.

  • Component 4 is Effective Project Management. The objective is: efficient and effective management of the Project to achieve design goals and objectives within budget and planned timeframes.
