The European Community Development Policy in the Pacific
Goals
The European Community (EC) development assistance, which is administered through the
European Development Fund (EDF), seeks to promote :
sustainable economic and social development
smooth and gradual integration of developing countries
into the world economy
alleviation of poverty
Geographic focus
These goals underpin the assistance given by the EC to the Group of African,
Caribbean and Pacific States (ACP), which is governed by the current ACP-EC Partnership Agreement —
Cotonou Agreement —, signed in 2000. In the case of overseas countries and territories (OCTs),
EU assistance is governed by the
Overseas Association Decision adopted by the European Council in 2001.
Since the Cotonou Agreement, six new states from the Pacific entered the ACP group. They are the Cook Islands,
the Federated States of Micronesia, the Marshall Islands, Nauru, Niue and Palau.
The three EU-funded projects are currently implemented in Fiji, Kiribati, Papua New Guinea, Samoa,
Solomon Islands, Tonga, Tuvalu, and Vanuatu. Extensions are scheduled to include the new ACP countries to
the European development programme in the region.
The OCTs are French Polynesia, New Caledonia, Pitcairn and Wallis & Futuna.
The overall administration of the regional EDF-funded projects in the Pacific region is carried out by
the Secretary General of the Pacific Islands Forum Secretariat — PIFS — for ACP countries and mandated territory
representatives for OCTs. More!

Cooperation for Development between SPC and the EC
The Secretariat has been chosen by the EU as the implementing agency for three EDF-funded projects in the Pacific region.
In carrying out these projects the Secretariat is working in close cooperation with the governments of its member countries
and territories. The Secretariat also include its partner organisations of the Council of
Regional Organisations in the Pacific (CROP).
NOTA BENE: The EDF is funded by direct contributions from EC member states. Two of these countries,
France and UK, are members of the Pacific Community and significant traditional donors of the Secretariat.
