Pacific Islands Renewable Energy Programe [PIREP]

The Pacific Island Countries (PICs) are currently heavily dependent on fossil fuels, with petroleum products accounting for an estimated 80 percent of its primary commercial energy consumption. Electricity is mainly supplied through diesel-fired power generation units. Renewable Energy (RE), mostly hydro, is estimated to contribute less than 10 percent of each PIC’s commercial energy use. The present dependence of the PICs on fossil fuels to meet their energy (bulk of which is electricity) is expected to continue with corresponding increases in greenhouse gas emission unless other alternative cleaner and environment friendly energy forms like RE are widely used. This “business-as-usual” scenario in the region is expected to continue despite the PICs expressed commitment to prioritize RE in their national energy plans, energy strategies and in their initial National Communications to the Conference of the Parties (COP). This is mainly because various barriers and issues are hampering the prospects of sustainable RE development and utilization in the region.

 

Project goals/objectives:

The development goal of PIREP is the preparation of a regional approach to removing barriers to the development and commercialisation of RE systems in the PICs that influences country efforts to reduce the long-term growth of greenhouse gas (GHG) emissions from fossil fuel uses, especially diesel. The purpose of the project is the acceleration of the adoption and commercialisation of feasible and applicable RE technologies (RETs).

Implementation Details:

The PIREP is implemented in accordance to a Project Document agreed to by SPREP and the GEF , UNDP and the PICs. The programme is guided by a Project Advisory Committee and implemented through National Coordinators and multi-sectoral country teams to ensure that the PIREP is effectively coordinated with other related  initiatives [ PREFACE, REEP, Support to the Energy Sector in 5 ACP Pacific Islands, UN ESCAP's, Carribean Renewable Energy Development Programme, PIEPSAP etc] and events [ International Conference on RE (see page 154 of the adopted IAP), REM 2004, etc] on greenhouse gas mitigation affecting the PICs.

Socio-economic and energy data as well as best practices in RE development and utilisation in the PICs and other SIDS are contained in the above reports. These have then been used to consultatively develop the Pacific Islands Greenhouse Gas Abatement through Renewable Energy Project or PIGGAREP - a Full Size GEF project proposal for the reduction of greenhouse gas emission in the PICs. The PIGGAREP has been approved by the GEF Council in June 2005.
