    APIA (Pacnews): Member States of the Alliance of Small Island
    States (AOSIS) attending a workshop on Climate Change in Apia,
    Samoa have noted the contribution of Land Use, Land Use Change
    and Forestry (LULUCF) activities in relation to the global carbon
    cycle.

    Participants also noted the relevant contribution of fossil fuel
    burning in residual greenhouse gases in the atmosphere.

    At the conclusion of the workshop, participants agreed that the
    concern of AOSIS member States and their vulnerability to the
    impacts of climate change must be given primary consideration in
    any decision associated with LULUCF.

    Participants also discussed the issue of leakage and
    non-permanence of LULUCF project based activities and noted with
    some concern that some projects being proposed under the Clean
    Development Mechanism (CDM) may not properly address these issues
    or contribute to sustainable development.

    The workshop noted the implications of current discussions
    associated with LULUCF as they related to the Kyoto Protocol,
    which sets legally binding targets for countries to reduce
    greenhouse gas emission to avert the threat of climate change.

    In general discussions on compliance, participants highlighted
    the need for AOSIS member countries to be represented on Expert
    Review Teams and on any new bodies established under the
    compliance regime.

    They also stressed the need for developing country Parties to be
    accorded the right to trigger the compliance procedure.

    Participants also called for an open, transparent and manageable
    compliance regime that will assure AOSIS member States that the
    Annex 1 Parties, made up of developed countries are carrying out
    their obligations under the Kyoto Protocol.

    The workshop also discussed a number of proposals from developed
    countries for a "compliance fund" and for a "compliance action
    plan".

    Participants recommended that these proposals be thoroughly
    studied to ensure that they were used as a means to enable Annex
    1 Parties to escape or indefinitely avoid their commitments to
    reduce greenhouse gas emissions.

    AOSIS member states from the Caribbean, Africa, Indian Ocean and
    the Pacific attended the workshop.(ends)
